William
“Bill” Rice is a resident of Houston’s north side and a product
of the Thurgood Marshall School of Law. Bill graduated from Thurgood
Marshall in 1975 and was also admitted to the Texas Bar the same year.
Since graduating from
law school, Bill has worked tirelessly on behalf of his community and
fellow Houstonians. His personal résumé attests to his accomplishments
as an outstanding student of the law and as an astute practitioner of
the law. For the last 20 years, Bill devoted most of his private
practice to family law. He handled a wide range of family law cases,
representing both men and women, e.g., divorces custody cases, child
support, spousal support, enforcements, contempt, appeals, terminations
and adoptions, CPS cases, habeas corpuses, property disputes, common law
and informal marriage disputes, and juvenile cases. He also served as an
Attorney Ad Litem to represent minor children and absent parents in
family disputes.
Bill served for thirteen
years as an Associate Municipal Judge for the City of Houston. In that
role, Bill heard thousands of cases and followed the letter of the law
in making decisions from the bench. During the same time, Bill
practiced law full-time in both the Third Ward and downtown Houston
areas. While practicing law, he has also served as Associate Director of
the Texas Trail Lawyer’s Association Board of Directors, was named a
Fellow to the Texas Bar Foundation and served as a member of the State
Bar of Texas, Board of Disciplinary Appeals. Bill also served as a
Visiting Associate Judge in the 311th District Court of
Harris County, Texas.
Bill and his wife
Josephine, a director with the Houston Independent School District, are
active in the community. Bill and Josephine attend St. James United
Methodist Church in Houston’s Fourth Ward where Bill serves as Chairman
of the Administrative Board. They have four children: Charlie, Erin,
Jessie, and Will. They graduated from Alcorn State University, Trinity
University, Howard University, and the University of Southern
California, respectively.
In addition to his
service at St. James United Methodist Church, Bill also serves as Block
Director for the Shepherd Park Terrace Civic Club. He is also a member
of the Houston Bar Association, the National Bar Association and a
member of Alpha Phi Alpha Fraternity, Inc.
